Dr. David Phiri

Dr. David Phiri is a digital transformation and ICT policy expert with over 20 years of experience across government, academia, and development programmes in Zambia and the wider region. He has held senior public-sector positions, including Director of ICT at the Ministry of Community Development and Social Services and Director of Systems Development and Support at the Smart Zambia Institute, where he led major e-government and digital service initiatives. He now serves as the Digital Policy and Regulatory Expert for the World Bank-funded Inclusive Digitalization for Eastern and Southern Africa (IDEA) Project within COMESA’s Infrastructure and Logistics Division, supporting regional digital policy harmonisation, responsible AI governance, digital inclusion, and cross-border digital integration.
