Biography
Jemal Dagnew Mensur is a digital transformation and infrastructure planning professional with over two decades of experience in regional and international institutions, including COMESA, IGAD and the Nile Basin Initiative (NBI). Throughout his career at IGAD and NBI, he has led and supported initiatives to strengthen institutional digital systems, knowledge management and resilience-building efforts.
He currently serves as Digital Infrastructure Planning Expert under the World Bank-funded Inclusive Digitalization for Eastern and Southern Africa (IDEA) Programme within COMESA’s Infrastructure and Logistics Division. In this role, he supports regional and national digital infrastructure planning, least-cost connectivity solutions, infrastructure financing models, and the development of integrated digital infrastructure planning tools. He also contributes to the development of regional policies and regulatory frameworks to advance Artificial Intelligence (AI) and digital inclusion, strengthen regional digital integration, and expand meaningful connectivity across Eastern and Southern Africa.
